The ministry of Culture would like to stop hot-air balloons flying over the pagodas in Bagan. They are afraid the balloons might cause damage to the pagoda, although no collisions have happened so far (at least in the last 10 years). Restrictions on this very popular tourist activity, would hurt the tourism industry in Bagan severely.
